International technical standards are implemented in the engineering and construction industry by their incorporation into construction contract documents by the engineers that write contract documents.

There is no organization that enforces international standards globally. International standards are incorporated into projects by owners that require them in their construction contract documents. It is up to individual owners, and their engineering representatives, to ensure that the international standards specified in the contract documents are being followed by contractors.
