Answer to Question 1

The purpose of change orders is to document in writing the terms agreed to by both the owner and the contractor for altering the scope or work after a project is under construction. Change orders provide written instructions for contractors and they are signed by owners, the A/E, and the contractor and for projects where bonds are required change orders have to also be signed by the surety. Change orders authorize additions, deletions, or revisions to the scope of work and they indicate whether there will be a price or time adjustment or both for the proposed work. Contract documents may have to be changed after they are issued but before the bid estimates are submitted by contractors. When a change is made to the contract documents prior to the bid opening by the engineer the engineer is required to issue an addendum. Addenda are used to correct errors or omissions in the construction documents, or to make changes to the scope of work.
