Answer to Question 1

It is difficult to enforce contractor licensing requirements because the requirements for licensing are not consistent between states and in some states all that is required to obtain a license is that a contractor pay a yearly license fee.

Answer to Question 2

Moonlighting describes engineers who have the educational requirements to be practicing engineering and they are working toward obtaining their professional registration including unlicensed engineering professors, recent graduates of engineering programs, and engineering students.
