Answer to Question 1

Engineering professional societies have engineering codes of ethics for two reasons. The first reason is to ensure that while engineers are trying to excel in their profession that they do so with moral purpose rather than merely for personal gain. The second reason is so that engineering professional societies are able to regulate themselves rather than being regulated by members of government agencies.

Answer to Question 2

According to the engineering codes of ethics engineers are not allowed to compete for work on the basis of price because it could compromise the quality of their work if they are not adequately paid to design and analyze a structure.
