The federal government uses environmental impact statements to help make decisions that affect the environment. They are used on federal, and federally funded, projects during licensing and permitting procedures and for funding considerations.

Answer to Question 2

An employer would try to prevent a secondary boycott because it could lead to all of the union workers on their job going out on strike and shutting down the project.
