Answer to Question 1

Secondary gates afford the advantage of having the workers that are not on strike be able to enter and leave a job site without having to walk through the picket line of the workers that are on strike.

Answer to Question 2

Engineers would be involved in environmental impact statements if they work for firms that are hired to write them or if the engineers are responsible for interpreting them for their company.
