If an employer needs union construction workers what do they have to do to locate them for a job?

Answer to Question 1

In order to locate union construction workers an employer has to go to the local hiring hall and request workers and the workers are assigned to jobs by whoever is at the top of the worker list that day.

Answer to Question 2

Vehicle emission tests are required in many of the states in the United States in order to try and reduce the amount of pollutants that automobiles emit into the air from their internal combustion engines. If an automobile emits too much carbon dioxide it will not pass emissions tests.
