A cooling-off period occurs when the president of the United States enjoins (forces) workers that are on strike to go back to work for ninety days while negotiations are underway to reach a new contract agreement if a strike creates a national emergency.

Scabs are nonunion workers that are used during strikes by employers to ensure that work at their job site is not interrupted during a strike.
