The two types of activities that would cause construction workers to go out on strike are jurisdictional disputes and not being able to reach a contract agreement during contract negotiations.

Answer to Question 2

The person responsible for ensuring that union contracts are followed at construction job sites is the business agent and they do this by checking with the job steward to find out if there are any problems or issues that have arisen related to the union contract.
