The branch of the government that is responsible for interpreting laws is the judicial branch and laws are interpreted by the state, federal, and United States Supreme courts. These courts interpret legislation and administrative regulations and provide remedies for violations of laws and regulations. The judicial branch also reviews court cases on appeal that pertain to the United States constitution to determine whether constitutional rights are being violated by the terms of the lawsuit.

Answer to Question 2

Tort liability is of concern to engineers and constructors because construction job sites are inherently unsafe environments where workers, and other individuals, are harmed or killed during the course of construction operations. If engineers and constructors are aware of the ramifications of tort liability they are more cautious and are more attentive to the conditions that lead to unsafe working conditions.
