Answer to Question 1

The quality council is responsible for establishing the total quality policy within a company and for guiding the implementation of TQM.

Answer to Question 2

Training is need for top management to ensure that they know what TQM is and how it works. All employees need TQM awareness training. Team training is need for members of the process action teams.
