Answer to Question 1

No worker should be allowed in a substation without the permission of proper authorities. Then, before workers enter the substation, a checklist for working there should be developed. This checklist should contain the precautions workers will be required to take including any personal protective equipment they must wear, barriers/barricades that must be erected, signs that must be posted, grounding of vehicles and heavy equipment that must be accomplished, temporary fences that must be erected when permanent fences are removed to provide access to heavy equipment, and provisions for ensuring that gates are locked and the facility secured when the substation is unattended.

Answer to Question 2

Let people above ground know there are workers below. Guard against hazardous atmospheres. Potentially hazardous underground conditions should be identified and appropriate precautions take to protect underground workers.
