Answer to Question 1

The lift force on a wind turbine blade is a component of the aerodynamic force created by a pressure difference between the blade surfaces due the shape of the blade and the angle of attack.

Answer to Question 2

Boundary-layer wind is wind that is in the lowest part of the atmosphere, where turbulence and friction (with the earth) play a role in its behavior.
