Answer to Question 1

A step-up transformer refers to stepping up voltage but the current will be stepped down. Because the current is smaller, the wire size can be made smaller and still be within the ratings.

Answer to Question 2

The voltage or current can be higher if there is a reactive load, and this keeps the transformer in the safe operating region.
