Answer to Question 1

All planets orbit in nearly the same plane, with a common direction of rotation and revolution. This can be explained by the solar nebula theory, which says that the planets were formed from a rotating disk of gas and dust around the young Sun.

Answer to Question 2

Comets are understood to be left over from the origin of the planets.
