The principle of conservation of angular momentum predicts that neutron stars should spin rapidly. All stars rotate because they form from swirling clouds of interstellar matter. As a star collapses, it must rotate faster because it conserves angular momentum. A collapsing star must spin faster as it pulls its matter closer to its axis of rotation. You might expect that collapsed core of a massive star to rotate in the range of 10 to 1000 times a second.
