Answer to Question 1

False

Answer to Question 2

An observatory on the Moon would have many advantages. The Moon has no atmosphere, so the observations would not be limited to the atmospheric windows which allow only visual, radio, and narrow windows of short infrared electromagnetic radiation to reach Earth. There would be no light pollution or human-made radio noise to compete with.
