Answer to Question 1

Unless being fed mass from a companion, the pulsars must eventually slow down as their magnetic fields impart spin energy outward in the form of the observed pulses; if the rate they are slowing down is carefully studied, it may tell us when they were spinning much faster, newly hatched from the supernova birth.
