Answer to Question 1

From within the central bulge of the galaxy, we would have difficulty observing the galactic disk the night sky would be bright in all directions thanks to the more crowded region, and to the roughly spherical distribution of stars. From the galactic halo, we would be able to directly view much of the galaxy and simultaneously see the disk and the bulge from the outside.
