Why has star formation ceased in the galactic halo?
 
  A) The halo has no gas at all.

The elements heavier than iron are formed when protons and neutrons are crammed into nuclei making up the outer layers of massive stars as those layers are hurled into the interstellar medium during a supernova event. These conditions do not last long, so there is very little time for the creation of these elements.
