The Moon's orbit is tilted 5.2 degrees to the Earth's orbit (the ecliptic), and the disks of the Sun and Moon are only about .5 degrees wide. Most months the new and full moon pass too far from the ecliptic for the Earth's and Moon's shadows to make eclipses occur.
