Both the refrigerator and the heat pump take in heat and expel it at a higher temperature. Why don't they have the same Coefficient of Performances?

The COP is what you want divided by what is costs. In a refrigerator you want the absorbed heat but in the heat pump you want the expelled heat. Hence the COPs are different.
