Answer to Question 1

Much lower, for star formation ceased long ago, and the Population II stars in these galaxies are not rich in the heavier elements vital to the complex chemistry of LAWKI. Much of our technology is also vitally tied to heavy elements like iron and even uranium.

Answer to Question 2

In both reflectors and refractors, the eyepiece must be located behind the prime focus, so the light reaching it has flipped over in passing through the focus.
