Answer to Question 1

A pulsar emits a radio wavelength signal at very regular intervals of a fraction of a second. The length of each pulse is on the order of milliseconds. Only a spinning object will be so regular, and only an object of very small size (like a neutron star) will be able to put out a pulse so short in length. A white dwarf spinning that fast would tear apart.
