The public's concern that cellular radio towers may cause illness to residents living close to the tower is hard to justify because:
 
  A) the signal power is so low
  B) actually, the root of this question is wrong, cellular radio towers are known to cause blood dyscrasias in susceptible nearby residents
  C) the power stays high above the ground, well above the height of humans
  D) in this modern age, most people don't stay at home very much, so the exposure is quite limited
