This was originally the case, but it was later recognized that a site that would
house an industrial installation did not have to be cleaned to the same standard as one that
would be home to a housing development.

Answer to Question 2

Some ways were suggested in the text. Having the staff live near the plant would
save considerable transportation costs. Strip mining to supply the plant could be done in a
less destructive, more environmentally friendly way. Attention could be paid to groundwater
and surface water degradation, particularly salinization. Students may well have other useful
ideas.
