This is true, and the smallest particulates are the most pernicious to a person's
health.

Answer to Question 2

Any savings is important. Especially important is the distinction between long
distance and short-distance transport of electricity. Short-distance transmission is
considerable more expensive and inefficient than the 99 cited above (which applies to
long-distance transport). If local transmission could be done with no losses, considerable
energy and money could be saved.
