Answer to Question 1

The wet cooling towers are thermally more efficient than dry cooling towers
because of the energy used in running the fans in dry cooling towers

Answer to Question 2

This statement is correct. There are high and low temperature reservoirs. There is
a way to transfer energy (as heat) between them.
