Answer to Question 1

Moderators slow down neutrons. They generally do not absorb them. The
purpose of the moderator is to thermalize (slow down) the neutrons.

Answer to Question 2

No, such a reactor is a converter. It is making some fuel while burning the fuel
it's loaded with, but it is less than is being burnt to run the reactor.
