The average binding energy per nucleon is the best parameter to use in determining whether a given nucleus is likely to undergo fission.

That depends on how the statement is meant. Fission will only occur for mass
numbers greater than about 56, for which the average binding energy per nucleon is less
than that of nuclei near A = 56.

Answer to Question 2

This is not possible. The only way to reduce entropy locally is to do work on the
system from outside.
