This is the case. As long as 15 years ago, a study by a panel of the National
Academy of Sciences suggested many negative cost and zero-cost measures. Unfortunately,
this and subsequent studies have been ignored in the comfort of business as usual.

Answer to Question 2

In the sense of proofimpossible in sciencethis statement is true. In the same
sense, there is no irrefutable evidence that if I drop something it will fall toward Earth's
surface. In both cases, science has tested the ideas involved and eliminated the ones that
cannot possibly be correct. What is left is accepted until such time as it is disproved. The
scientific analysis suggests a very high probability that the warming we are experiencing is
due to human actions, specifically burning fossil fuel.
