Answer to Question 1

a.
Although the amount of visible matter seems small, observing conditions in our own universe (flatness, homogeneity, chemical composition, observed density) and extrapolation of that data lead to the above ratio.

Answer to Question 2

b.
This statement is not true. The inflationary theory governed the very early universe. The Cosmic Microwave Background occurred when photons were no longer energetic enough to ionize atoms. Indeed, the great homogeneity of the CMB is explained in the inflationary theory, but the theory does not explain the existence of the CMB.
