Protons bind with both protons and neutrons, demonstrating that the charge of the nucleon is independent of action of the strong force. The nn potential curve seems to be the same as the pp potential curve for the strong force.

Answer to Question 2

Neutrinos (and antineutrinos) must exist to conserve the spin angular momentum in beta decay, for example the decay of a neutron. The neutrino has neutral charge, little or no mass, and is very difficult to detect.
