From the increase in intensity of light, more photons hit the emitter, therefore more electrons are freed and given enough kinetic energy to jump the gap. You know that the current will increaseas opposed to staying at zerobecause the most energetic electrons already have established the current I.

Answer to Question 2

Assuming that light was absorbed and emitted in discrete quantities known as quanta was the only way for Planck's radiation law to work empirically. He also found that the producers of the photons must have discrete energies based on Planck's constant.
