Answer: During the Paleozoic, periodic active and rapid seafloor spreading allowed the oceanic lithosphere to stand high on the asthenosphere. This resulted in shallower ocean basins, a condition that forced seawater onto low portions of the continents. The ultimate result was a rise in sea level and the formation of shallow seas on top of continental crust.
