ANSWER: The original pressure for legislation resulted from a logical extension of early childhood programs for children with normal abilities. As soon as it was realized that the intelligence and skills potential of individuals was not fixed at birth, there was pressure on schools, communities, and Congress to establish similar programs for children with disabilities. In 1968,the Early Childhood Special Education Assistance Act was passed, which was designed to set up model categorical programs. Public Law 94-142 established services for all students with handicaps between 6 and 21. Public Law 99-457 extended that mandate to children younger than 5 years of age and encouraged interventions with newborns. Currently, the needs of young children are addressed in two sections of the 2004 Individuals with Disabilities Education Act (IDEA). IDEA Part C covers children from birth to 2 and encourages states to use comprehensive, multidisciplinary approaches to providing support for young children with disabilities. Part B covers children from 3-5 and provides funds for preschool- aged children to receive special education and related services.
