ANSWER: They are designated as needing improvement and are to receive special help from the district or state. Students at Title I schools that do not meet AYP standards are to receive supplemental services. If the school fails to meet AYP over time, its students are eligible to transfer to other schools in the district. Continued failure will result in corrective action or restructuring.
