ANSWER: 1) To overcome the achievement deficit of the disadvantage minority, 2) develop positive interracial relationships.

Answer to Question 2

ANSWER: De facto segregation results from circumstances associated with housing patterns rather than from laws or official policies. De jure segregation results from laws, government actions, or school policies specifically designed to bring about separation.
