If the observations are in the millions, a standard deviation of 10 would be considered small. If the observations are all less than 50, a standard deviation of 10 would be considered large.

Question 2

Random variation in a manufacturing process is the variation in the process that results from chance. The amount of cereal injected into a box may vary as a result of the temperature of the cereal, or the temperature of the room, or the different compositions of the grain.
