Homeowner hired a plumber to work on a leaky water line. The plumber demonstrated to and informed the homeowner how to cut off the water at the connecting line to the city system in the event the leak got worse before the plumber could return with all the proper parts. Homeowner intentionally neglected to shut the water off and incurred a water bill from the city for 400 more than the usual bill. Homeowner is now suing the plumber.
