Answer to Question 1

To certify the question means that the reporter will extract the question from the deposition by transcribing it on a certification page containing the venue, the name of the deponent and reporter, and the objectionable portion. This certificate page will then be taken to the judge who has jurisdiction in the matter and he or she will rule upon whether the question has to be answered.
