agency shall be open to public observation.. Congress enacted the Sunshine Act to ensure that the government conduct the public's business in public.. Shurberg Broadcasting of Hartford, Inc. v. FCC, 617 F.Supp. 825, 828 (D.D.C.1985). The prisoner could assert that the U.S. Department of Justice violated the act in seeking post-conviction relief.
