The Religious Freedom Restoration Act (RFRA) is a law passed by Congress in 1993 that sought to reinstate the strict scrutiny standard for free exercise cases. The RFRA bars the government from substantially burdening an individual's exercise of religion, even if such burden stems from a neutral and generally applicable law, unless the government can demonstrate that the burden (1 ) furthers a compelling governmental interest and (2 ) is the least restrictive means of furthering such interest. The Religious Land Use and Institutionalized Persons Act of 2000 (RLUIPA) is another law passed by Congress that attempted to reinstate the strict scrutiny standard in Free Exercise Clause cases. RLUIPA reinstates strict scrutiny analysis in two types of cases: (1 ) those involving land-use regulation and (2 ) those involving religious exercise by institutionalized persons.
