James Madison is the primary architect of the Establishment Clause and Free Exercise Clause. Prior to drafting the Bill of Rights, Madison worked to protect religious freedoms in Virginia. One of Madison's most well-known statements on religious freedom is his 1785 publication Memorial and Remonstrance Against Religious Assessments. While serving in the First Congress under the new constitution, Madison was appointed to the Select Committee on Constitutional Amendments, whose primary responsibility was to develop a Bill of Rights for the Constitution.
