The basic purpose of the statute is to give the public access to official information so that the public will be better informed and the government will be more accountable for its actions. The FOIA reflects a general philosophy of full agency disclosure unless information falls under one of the exemptions in the statute. Disclosure, not secrecy, is the dominant objective of the FOIA.
