CERCLA and the National Contingency Plan (NCP), 40 C.F.R.  300, comprise the national plan for the cleanup and remediation for thousands of contaminated hazardous waste sites across the country. The NCP is the EPA's basic policy directive for federal response actions under CERCLA. The NCP includes the procedures and standards for responding to releases of hazardous substances, the Uncontrolled Hazardous Waste Site Ranking System (HRS) found in Appendix A of the NCP, and the National Priorities List (NPL) found in Appendix B of the NCP. The NCP is applicable to response actions taken pursuant to the authorities under CERCLA and the CWA.
