A parent can be charged with kidnapping his/her child when that parent fails to return the child to the custodial parent as scheduled. One of the purposes of the Parental Kidnapping Prevention Act (PKPA) would be to prevent a disgruntled noncustodial parent from ____, or seeking a custody modification in a different state.
