Answer to Question 1

The Streamlined Sales Tax Project is a multi-state initiative to make sales tax laws, rules, and systems more uniform across states and, thus, make it easier for vendors to collect states' sales taxes.

Answer to Question 2

The ITFA is a federal law that mainly prevents states from imposing a sales tax on Internet connection fees. Despite its name, ITFA does not prevent state and local governments from imposing sales tax collection requirements on companies selling over the Internet.
