Answer to Question 1

FALSE

Answer to Question 2

Nearly all nations of the world have adopted a written constitution, many using the U.S. Constitution as the model from which they constructed their own. The idea of rule of law, as actualized through judicial or other forms of constitutional review, has taken hold around the world as well. For example, India adopted judicial review in 1947 following its independence from Great Britain.
