The Commerce Clause in Article I, Section 8, of the Constitution gives Congress the power to regulate commerce between the states and between the United States and foreign countries. Article I, Section 8, clause 3, states that Congress shall have the authority to regulate Commerce with foreign Nations, and among the several states, and with the Indian Tribes. Federal statutes that regulate business and labor are based upon this power.
